Some suppose that the murder was directed by the Canton Government but no good reasons have
yet been shown to warrant such belief. There is,
however, another suggestion which is not altogether unreasonable and that is that the murder was planned by one of the victim's subordinates who thought he had a good chance of acquiring the Governor's place, and suspicion has fallen, perhaps unfairly, on General Yeung Ting-chung, who is the deceased's
successor. It is not thought that the death of
Lui Woon-yim will have any far-reaching political effects. He had but a small following and though a warm personal friend of Chan Ming-shu was generally considered a spent force.

A great change is to be made in the
administration of Canton City.
Some four years ago
a special municipal charter had been granted to the
City by the Central Government at the recommendation of
the Mayor Lam Wan-koi. But now the Provincial
Government of Kwangtung following various disputes with the Municipality on administrative questions
has proposed to the Central Government that the
special Municipality of Canton should cease to exist.
They say that nowhere else in China do Provincial and
Municipal Governments exist in the same city and that Canton should be no exception to the rule. The Central Government has endorsed this opinion and the Mayor rather than see the privileges he has established
abrogated has sent in his resignation to the Central
Government
